The American Recovery and Reinvestment Act of 2009 includes a provision, the Health Information Technology for Economic and Clinical Health (HITECH) Act, promoting implementation and “meaningful use” of electronic medical records (EMRs). The EMR implementation in HITECH has been delegated to the Office of the National Coordinator. Often forgotten is that the office and its EMR mission started under George W. Bush as a way to control costs and improve patient care. The office released the final Stage 1 (out of a total of 3 stages) meaningful use requirements in late July 2010.
