MESSAGE OF PRESIDENT ROOSEVELT ON CONSTRUCTION OF HOSPITALS IN NEEDY AREAS AND TEXT OF BILL INTRODUCED BY SENATOR WAGNER  Following is a copy of a message from the President to the Congress of the United States (House Document 604; Congressional Record, January 30). Following the receipt of the message, Senator Wagner, on behalf of himself and Senator George, of Georgia, introduced Senate Bill 3230 "to promote the national health and welfare through appropriation of funds for the construction of hospitals," which was referred to the Senate Committee on Education and Labor. Representative Lea, of California, introduced a companion bill in the House of Representatives, H. R. 8240, which was referred to the House Committee on Interstate and Foreign Commerce.
