After supporting the doubling of the NIH budget from $13 billion in
1998 to $27.3 billion in 2003, President George Bush has proposed a 1.8% increase
for fiscal year 2004—an increase expected to be outpaced by the rate
of inflation. Funding for intramural research remains relatively stable, but
capital spending for buildings and facilities will plummet from $770 million
in 2003 to $80 million in 2004.
