President George W. Bush is expected to sign into law a bill banning
so-called partial birth abortions, which passed the House in early June after
earlier passage in the Senate.
The bill outlaws operations in which the doctor "deliberately and intentionally
vaginally delivers a living fetus . . . for the purpose of performing an overt
act that the person knows will kill the partially delivered living fetus."
Doctors violating the law would face fines and up to two years in prison.
