A commission appointed by President Bush in 2001 has recommended a "wholesale
transformation" of the nation's mental health care delivery system. Citing
three major barriers—stigma, unfair treatment limitations, and fragmented
treatment delivery—the report draws a road map to better mental health
for the nation through increased prevention and early detection, quicker adoption
of treatment advances, and the refocusing of treatment from symptom management
to full recovery.
