In a 95-0 vote, the Senate approved the Labor-Health and Human Services
appropriations bill, which includes a budget increase of $1 billion for the
National Institutes of Health (NIH) in fiscal year 2004. That increase would
bring the total NIH budget to nearly $28 billion.
However, as Hurricane Isabel shuttered Washington unexpectedly for 2
days in mid-September, the House of Representatives and the Senate had not
met to reconcile their separate versions of the bill.
