At the end of 2005, President Bush signed into law several bills affecting the health care community. Among those was a $453.5-billion defense budget (HR 2863), signed December 30, that earmarks $3.8 billion for avian flu preparation and $2 billion for some states to cover health costs for low-income hurricane survivors (http://www.whitehouse.gov/news/releases/2005/12/20051230-4.html).
