Medical care under the present health insurance system is determined by a 30-man Medical Care Council of which only four members are doctors. There is restriction placed on use of penicillin and there is a regulation also which provides that vitamins must be administered to patients only by mouth. These regulations are determined by a body, the majority of which are lay persons. Law and regulations, in other words, control all doctors.
