To the Editor.
—Senator Harkin1 criticized JAMA for its "failure to substantively address health promotion and the prevention of disease and disability" and that this failure was "conspicuous. " What is conspicuous is Senator Harkin's total lack of understanding of what is going on in health care today.Nowhere in his article is there any mention of tort reform, the tort system being one of the big impediments toward "access" in our country. Unfortunately, much of the resources of this country are spent on defensive medicine when they could otherwise be spent on medical care for those less fortunate or truly needy in our society.
