To the Editor.  —That the editors would publish the Editorial entitled "Babies Are Coming, Don't Cap Medicaid," by Dr Swartz,1 is testament to how far the United States has come to be a welfare state. Does THE JOURNAL, by printing this Editorial, condone the fact that 39% of all births in this country are paid for by the government? And just how many citizens does JAMA believe should be procreated through welfare?
