NEW ENGLAND RATES TO NEW ORLEANS.  The New England Passenger Association has authorized the rate of a fare and a third to the eastern gateways of the Trunk Line Association. The rate from these points to Washington or western termini (such as Cincinnati) is the usual reduced rate for regular season excursion and approximates a fare and a third. The rest of the way to New Orleans the rate is one fare for the round trip. All these rates and regulations will be given in the New Orleans number of The Journal, April 11.
