Dr Lempert points out some of the recent changes in the law that have the potential to increase the harmful effects of patents on society. There is the possibility that there will be positive effects from these laws and that in fact society will benefit. History has taught us of the unintended consequences of law and therefore we must have a certain amount of humility before predicting the final effects of laws.1
