In the October 2004 issue of National Geographic, Joel Bourne1 postulated about the circumstances that would occur if a category 3 or 4 storm changed into a category 5 storm before it hit the Louisiana coast and New Orleans, La. The ensuing calamity and damage to the city and its citizens if the levies were breached was exactingly detailed as the worst natural disaster in the history of the United States. Foreshadowing the event, geologist Shea Penland stated, “It's not if it will happen. It's when.”
