Replying to your letter of May 14, I have to say that on examination of the blank sent to this office concerning the alleged agreement to publish the Ripan's Chemical Co.'s prepared medicine, I find that the blank was never in this office to the knowledge of any responsible person connected with it. The handwriting in the blank is not that of any person connected with this office. The typewriting does not conform to that used on the machines in this office. Furthermore, the blank is not signed.
