Medicare Rates Still Uncertain

Early in the November "lame duck" session of Congress, the Senate indicated that it would pass the fifth round of continuing budget resolutions to keep the government afloat through January 11, 2003.

Nowhere did the bills include a provision to help ease the 4.4% Medicare funding cut scheduled to take effect next year. Some lobbying groups representing physicians and other health care providers pinned hopes for alleviating the cut on the Bush administration. However, Centers for Medicare and Medicaid Services Administrator Thomas A. Scully has said repeatedly that the administration does not have the power to stop the cut and that Congress must instead pass legislation.
