The global movement to control tobacco passed a significant milestone
on May 21 with a resolution by the 52nd World Health Assembly to begin work
toward a Framework Convention on Tobacco Control. This action, taken by the
member states of the World Health Organization (WHO), initiated a process
that may lead to an international treaty for global cooperation to reduce
the health consequences of tobacco use.
