Contentious Vote Deferred

Senate advocates of legislation easing federal restrictions on research using embryonic stem cells have agreed to delay a vote on the matter until early 2006. Their agreement for such a deferral was surprising because they had sought a vote this year and threatened to hold up a major health care appropriation bill in November unless action was taken.

A similar bill had passed the House in May. But following Senate foot-dragging through the summer months, Arlen Specter (R, Pa), a cosponsor of the legislation (S 471), realized there would not be enough time to consider his bill in the waning months of 2005 due to unexpected legislative demands related to consideration of hurricane relief efforts and preparing for hearings on Supreme Court nominees.
