Personal.  —Dr. Frederick F. Russell, director of the International Health Board of the Rockefeller Foundation, New York, and Dr. Leslie L. Lumsden, U. S. Public Health Service, addressed the sixth annual conference of county health officers at Montgomery, September 8.

Changes at Andalusia.  —Dr. Charles N. Leach, New York, who has been in charge of the bureau of epidemiology of the state department of health, has been placed in charge of the International Health Board Training Base for public health officers at Andalusia. Dr. Wilson G. Smillie, who has been in charge of the training base for about three years, has been transferred by the International Health Board to a post in New York.
