Abstract

DELEGATES PLEASE NOTE  Section 2 of the report of the Reference Committee on Reports of Officers, submitted to the House of Delegates at the Atlantic City Session, was as follows:"Your committee also endorses the suggestion of the President and the Speaker that the House should adopt a plan whereby a more thorough consideration may be given to important measures before they are acted on finally by the House. The various councils of the Association are deliberative bodies, but the policies recommended by them should be considered carefully by reference committees before being accepted by this House. Your committee therefore, offers the following resolution:"Resolved, That all reports of officers, Councils or standing committees of this Association, and all resolutions dealing with questions of policy of the Association, shall be filed with the Secretary of the Association sixty days in advance of the annual session of this House, published in
