To the Editor President Obama’s Special Communication1 described his views of the progress made by the Affordable Care Act (ACA) and outlined steps needed to enable further success of the legislation’s reforms. Despite accomplishments in improving coverage and access to care, the ACA cannot achieve its goal of substantially improving the nation’s health without changes in how care is delivered.
