Changes in Public Health Service  Drs. Ernest E. Huber and Clifford R. Eskey have been promoted and commissioned as surgeon and senior surgeon respectively in the regular corps of the U. S. Public Health Service. Other changes in the service include the following transfers:Passed Asst. Surg. Frederick Paul Burow, relieved at Hamburg, Germany, on arrival of Sr. Surg. Herbert A. Spencer, and assigned to Naples, Italy, for duty in the office of the consul general.Passed Asst. Surg. Mason V. Hargett, relieved at Stuttgart and ordered to London, England, for duty in office of American consulate.Surg. Walter G. Nelson, relieved at Naples, Italy, and assigned to Berlin, Germany.Medical Director Claude H. Lavinder, relieved as chief medical officer of U. S. Marine Hospital, Ellis Island, N. Y., and directed to assume charge as director of public health district number 1, comprising the states of Maine, New Hampshire, Vermont,
