HHS Issues Final “Conscience” Rule

JAMA. 2019;321(24):2395. doi:10.1001/jama.2019.8394

The US Department of Health and Human Services (HHS) Office for Civil Rights (OCR) recently issued the final “conscience” rule, which allows health care workers and entities to refuse to provide treatment, even in emergency situations.

“The final rule fulfills President Trump’s promise to promote and protect the fundamental and unalienable rights of conscience and religious liberty,” according to an HHS statement.
