To the Editor:  —Sir: The Surgeon-General directs me to invite your attention to the enclosed notice of the organization of an Army Medical Board, to meet in New York City on May 1, 1890, and to request that you will give it a place in your journal as a matter of news, and to call such attention editorially to it as you may deem proper.
