My Dear Doctor:
—Several weeks ago you tendered to me as governor of the state your resignation, both as president and member of the State Board of Health.This action on your part, as also that of the other members of the state board was, I am sure, prompted by a desire on your part to avoid all difficulty in the way of a reorganization of the board, and thereby to remove certain embarrassments of the state administration that had grown up out of unfortunate conditions that had arisen.In accepting your resignation permit me to assure you that I do not share
