A PROPER rebuttal to Dr Fitten's submission is difficult because we seem to agree. However, where we diverge is that his goal is to develop policy that ultimately restricts licensing in the elderly. His core argument rests on a biased interpretation of driving statistics and an undeserved enthusiasm for current restricted licensing programs.

In an attempt to convince the reader that older drivers are unsafe, he cites crash and fatality data using per-mile-driven statistics. This is a common ploy used by those who promote relicensing restrictions, attempting to underplay the excellent safety record of individual older drivers.
