This report represents a recognition of the need for enlarging the scope of drug control, both nationally and internationally. Besides citing drugs presently under international narcotics control, abuse of stimulants, depressants, and hallucinogenic drugs is discussed and criteria suggested for determining the need for drug control, on both international and national levels. The approach taken deserves the careful attention of legislators, public health officials, and clinicians.
