In Reply We appreciate the opportunity to respond to Rosenthal regarding our Viewpoint.1 We point out his conflict of interest as a recently paid board member of the nonprofit Los Angeles Organ Procurement Organization (CAOP; OPO), which would be underperforming by the proposed US Centers for Medicare & Medicaid Services (CMS) rule.

We agree underperforming OPOs must be held accountable. We disagree with Dr Rosenthal’s approach.
